House Democrats are demanding information on the use of taxpayer money at President Donald Trump’s hotels and properties, including during Vice President Pence’s trip this week to Doonbeg, Ireland. The push is part of an expanded effort this fall to investigate the president’s financial entanglements and business practices.
The House Judiciary and Oversight and Government Reform committees announced Friday that they sent a series of letters regarding “multiple efforts” by the president, vice president, and other Trump administration officials to spend taxpayer money at properties owned by Trump. They say the spending could violate the Constitution and bolster the case for Trump’s impeachment.
House Judiciary Committee Chairman Jerrold Nadler, D-N.Y., said in a statement that the spending is “of grave concern” to his committee, which is investigating whether to recommend articles of impeachment to the full House. House Oversight and Government Reform Chairman Elijah Cummings, D-Md., said that his panel “does not believe that U.S. taxpayer funds should be used to personally enrich President Trump, his family, and his companies.”

The letters come after Pence stayed at Trump’s resort in Doonbeg , Ireland, this week. Doonbeg is on the other side of Ireland from Dublin, where he had meetings. The Democrats also sent letters to the White House and Secret Service about Trump’s suggestion earlier this month that his Miami-area golf course host next year’s Group of Seven summit with foreign leaders. The Democrats say those instances, among others, could violate the Constitution’s emoluments clause, which bans the president from taking gifts from foreign governments.
The push comes as Democrats are trying to keep public attention on their investigations of Trump. They have spent much of the year probing episodes detailed in special counsel Robert Mueller’s report, which did not exonerate the president on obstruction of justice. But lawmakers say they think the American public may have even more interest in Trump profiting off of his presidency as they weigh whether to move forward on impeachment.
“We have been focused on the Mueller report and that is a very small part of the overall picture,” said Maryland Rep. Jamie Raskin, a member of the Judiciary panel. “We must get America focused on the ongoing violations against basic Constitutional principles.”
In addition to looking at Trump’s use of his properties, two House committees are continuing to investigate his relationship with banks with which he did business. And the Judiciary panel is also expected to investigate hush money payments that Trump paid to kill potentially embarrassing stories.
Rhode Island Rep. David Cicilline, another Democrat on the Judiciary panel, says he believes that the misuse of public funds or financial corruption make Americans especially angry. And while people have heard a lot about the Mueller report, he says they may know less about the emoluments clause.
“I think you’ll see a lot more of that in the coming months,” Cicilline said.
Many attending U.S. Secretary of State Mike Pompeo’s college lecture Friday in his home state of Kansas listened for clues about whether he might run for the Senate next year, though it could be many months before anyone finds out.
Three Democrats and four Republicans are already actively running for the seat held by Republican Senator Pat Roberts, who isn’t seeking a fifth term, and several others are expected to join them. Weeks after Pompeo said a run is “off the table,” though, he is still creating a buzz and looming over the race, as only he has enough name recognition and support among Kansas conservatives to afford to wait until next June’s filing deadline to decide.
If he does run, Pompeo would enter the race as the favorite.
“It’s the Pompeo decision, and then everything else trickles down,” said Joe Kildea, a vice president for the conservative interest group Club for Growth.
Other candidates don’t have the luxury of waiting and the field is likely to grow, with GOP Representative Roger Marshall of western Kansas expected to announce his candidacy Saturday at the state fair.

Pompeo wasn’t expected to directly address the speculation about his interest in running during his speech Friday at Kansas State University, but that hasn’t stopped others from suggesting he’s the person for the job. Senate Majority Leader Mitch McConnell identified Pompeo as his preferred candidate shortly after Roberts announced in January that he wasn’t seeking re-election.
The GOP hasn’t lost a Senate race in Kansas since 1932, but many Republicans worry about a repeat of the governor’s race last year. Kris Kobach, a nationally known advocate of tough immigration policies, narrowly won a crowded primary, alienated moderates and lost to Democrat Laura Kelly. He launched his Senate campaign in July.
For Kobach’s GOP detractors, Pompeo would solve their perceived problems. His entry would likely clear most of the Republican field, and GOP leaders believe Pompeo would have no trouble winning in November 2020, making it easier for Republicans to retain their Senate majority.
And WDAF-TV reported that Kansas’ other senator, Republican Jerry Moran, told reporters Wednesday at a Kansas City-area event that he didn’t know Pompeo’s current thinking “but I wouldn’t be surprised if he entered that race.”
Fellow Republicans concede that Pompeo, a former congressman and CIA director, has reasons not to run, including the prestige that comes with being the nation’s top diplomat. He’s currently dealing with weighty issues such as new sanctions on Iran from the Trump administration, a tariff war with China and questions about whether hopes for nuclear talks with North Korea are fading.
“I think he can’t say that he’s wanting to run for Senate now,” said Tim Shallenburger, a former two-term state treasurer and Kansas Republican Party chairman. “He’s got to wait, and I think he can afford to wait.”

Kobach, who served as Kansas’ secretary of state but first built his national profile on immigration issues, has argued that as a Senate nominee, he’d benefit from the higher turnout that normally comes with a presidential election year and a greater focus on issues such as immigration. Some local Republican leaders agree and feel less anxious about Kobach’s possible nomination victory.
Other GOP candidates include Kansas Senate President Susan Wagle; Dave Lindstrom, a Kansas City-area businessman and former Kansas City Chiefs player; and Bryan Pruitt, a conservative gay commentator. Also, Marshall has been flirting with running for months, and other potential Republican candidates include Alan Cobb, president and CEO of the Kansas Chamber of Commerce, and Matt Schlapp, the American Conservative Union’s president.
The Democratic candidates with active campaigns are former federal prosecutor Barry Grissom, former Representative Nancy Boyda, and Usha Reddi, a city commissioner in the northeast Kansas city of Manhattan.
Don Alexander, a manufacturing firm owner who is the GOP chairman in Neosho County in southeastern Kansas, said it’s early to be trying to size up the race, almost 11 months before the August 2020 primary. He said he and other Republicans trust Pompeo to “know where he’s needed most.”
President’s support seen
“I’m sure the president doesn’t want him to leave,” said Helen Van Etten, a Republican National Committee member from Topeka.
But Van Etten said comments from Pompeo that he’ll stay on as secretary of state as long as Trump will have him leave an “open door” for a Senate bid.
Some Republicans, such as Alexander, take Pompeo at his word that he won’t run. Others, including Shallenburger, read Pompeo’s statements as meaning he isn’t interested right now but that he may reconsider if he doesn’t like how the race develops.
“He can announce on the filing deadline and cause most of the people in there to get out,” Shallenburger said.

President Donald Trump is continuing his run of recognizing American sports greats with the nation’s highest civilian honor.
Trump has awarded the Presidential Medal of Freedom to pro-basketball great Jerry West, formerly of the Los Angeles Lakers, during a White House ceremony.
Trump says West “richly deserved” the medal for his years as a player, general manager and supporter of the nation’s war veterans.
The 81-year-old West noted his humble beginnings growing up in West Virginia and where sports has taken him, saying “it never ceases to amaze me the places you can go in this world chasing a basketball.”
Last month, Trump awarded the medal to 91-year-old basketball great Bob Cousy. Earlier this year, golfer Tiger Woods received the same honor.
The world is focused on the Bahamas, where thousands are just beginning the long and painful struggle to rebuild their lives after Hurricane Dorian.
International search-and-rescue teams are spreading across Abaco and Grand Bahamas islands looking for survivors. Crews have started clearing the streets of debris to set up emergency food and water distribution centers.
The U.S. Coast Guard and British Royal Navy have ships docked off the islands, and the United Nations is sending in tons of ready-to-eat meals and satellite communications equipment.
The Royal Caribbean and Walt Disney cruise lines, which usually carry happy tourists to Bahamian resorts, are instead using ships to deliver food, water, flashlights and other vital aid.
Death toll at 23
The death toll on the Bahamas stood at 23 late Thursday, but with entire villages and marinas wiped off the map, officials say they have no doubt that number will rise.
Bahamian Prime Minister Hubert Minnis calls the damage left by Dorian one of the greatest crises in his country’s history.
“As prime minister, I assure you that no efforts will be spared in rescuing those still in danger, feeding those who are hungry and providing shelter to those who are without homes,” he said. “Our response will be day and night, day after day, week after week, month after month until the lives of our people return to some degree of normalcy.”
Dorian spent Thursday pummeling North and South Carolina with strong winds and heavy rain, along with causing more than a dozen tornadoes and waterspouts that led to additional damage.
Dorian landfall forecast
Forecasters do not expect Dorian to make a direct landfall Friday but will instead skirt the North Carolina coast, bringing life-threatening storm surges to North Carolina and southern Virginia before moving away from land.
Dorian will remain a potent storm straight into the weekend, however, with tropical storm warnings posted as far north as Martha’s Vineyard, Massachusetts, according to the National Hurricane Center.
South Africa has begun assessing the toll of the week’s anti-immigrant violence, which, according to authorities, has claimed 10 lives, injured scores more, incited fear, hobbled business activity, and strained relations with other African countries.
In a televised address Thursday, President Cyril Ramaphosa denounced the attacks that began Sunday, mobilized by South African truckers and others who contend that immigrants have taken job opportunities from the native-born. Individuals have been attacked, and homes and businesses ransacked or even ruined.

“No amount of anger and frustration and grievance can justify such acts of wanton destruction and criminality,” the president said. “There can be no excuse for the attacks on homes and businesses of foreign nationals, just as there can be no excuse whatsoever for xenophobia or any form of intolerance.”
Ramaphosa said two of the 10 dead were foreign nationals, though he did not disclose their country of origin. He also said 423 people had been arrested in the country’s northeastern Gauteng province, where both Johannesburg and the capital city, Pretoria, are located.
Police patrols remained on high alert.
In the Democratic Republic of Congo, people broke windows at the South African consulate, looted stores in the city of Lubumbashi and protested outside the country’s embassy in the capital, Kinshasa, the French news agency AFP reported.
Fraying ties
In Nigeria, security has been heightened around South African diplomatic missions and South African-owned businesses following demonstrations and apparent retaliatory attacks. On Wednesday, Pretoria temporarily shuttered its missions in Lagos and Abuja, seeking to protect staff and visitors.
Telecom operator MTN closed stores in Nigeria after several attacks; likewise, grocer Shoprite Holdings halted operations at some of its stores at home as well as in Nigeria and Zambia.
There are other signs of fraying relations between the continent’s two economic powerhouses. Nigeria, which has the larger population and economy, on Wednesday recalled its ambassador to South Africa, Kabiru Bala.
Suleiman Dahiru, a former Nigerian envoy to Sudan, said the move indicated “a serious break in diplomacy.” He chided South Africa’s leader, saying Ramaphosa should have spoken out sooner and deployed security forces to halt anti-immigrant troublemakers.
Nigerian President Muhammadu Buhari also registered his concern by sending an envoy to Pretoria, and by not sending a delegation to the World Economic Forum on Africa, a three-day event concluding Friday. The leaders of Rwanda, the DRC, and Malawi also declined to participate.
Opposed to illegal immigrants
Meanwhile, in South Africa, a member of a group that helped initiate the anti-immigrant protests says talks are scheduled for Sunday with Police Minister Bheki Cele in Johannesburg. Cele’s office has not confirmed that meeting.
The South African, who requested anonymity in order to speak more freely, said he belongs to the All Truck Drivers’ Foundation, which organized protests along with the group Mzansi Wethu. He said the two groups would continue to “peacefully” visit workplaces to eject migrants working without proper documents.
“We are not encouraging anyone to attack these foreigners, but we want all foreigners working here illegally to leave the country,” he said, vowing the action would continue “until the government prevents people from coming here illegally.”
‘I’m so traumatized’
Meanwhile, some immigrants expressed anxiety about remaining in the country.
Emmanuel Manyere, a 45-year-old commercial truck driver from Zimbabwe, said he lost all his possessions during a home invasion Monday in Jeppestown, a Johannesburg suburb.
“They took whatever they wanted and they burned everything — things like my refrigerator, radio, TV. And when I came from work, I found nothing,” said Manyere, who blamed a South African gang that claims foreigners take jobs and sell dangerous drugs to locals.

Manyere said his relatives, including five children, want him to return to them in Zimbabwe. For now, he’s staying with a friend. “As Africans, you can’t go back home without something” for the family, he said. “If I can raise some money, I’m thinking of going back home. I’m so traumatized.”
Zimbabweans, seeking ways to compensate for the tanking economy at home, represent the largest group of migrants in South Africa.
Somali native Ahmed Hussein also is unnerved. For a decade, he has sold groceries, clothes and electronics from his small shop near the edge of Johannesburg. He said he and three other Somalis and several others closed themselves in the shop when protesters arrived earlier this week.
“Then, hundreds of protesters attacked us at the same time and broke the doors. We couldn’t protect our properties, but we managed to run and save our lives,” Ahmed said. “We lost between and $80,000 and $90,000 worth of properties and goods, and some cash.”
Another Somali trader, Mohamed Abndullaahi Diriye, said attackers looted and burned his store near Pretoria. “They also burned a truck we used to use to transport the goods,” he said, saying he lost merchandise worth close to $200,000. “Some of my colleagues were also injured in the attack but survived.”
Diriye’s next move is unclear. “We came here as refugees when we fled from Somalia. We settled in, started businesses and had a better life until now, but the situation is now even worse than in Somalia,” he said. “The only option is to appeal to the Somali government to intervene in the situation and talk to the South African government.”
Low-level anti-immigrant violence is a persistent threat in South Africa, peaking in 2008 with a series of attacks that left 67 people dead.

Вона додала, що спілкувалася з Валерією Гонтаревою після автомобільної аварії, і та «почувається, як може почуватися людина після автомобільної аварії і після звістки про те, що були акти вандалізму щодо її сім’ї».
Зранку 5 вересня колишня голова Національного банку України повідомила, що в Києві підпалили автомобіль її невістки – також Валерії Гонтаревої. У поліції інцидент наразі не кваліфікували.
За тиждень до цього ексголову НБУ в столиці Великої Британії Лондоні збив автомобіль. Гонтарева вважає ДТП й інцидент з автомобілем її невістки «ланками одного ланцюга» й пов’язує їх зі своєю діяльністю на посаді голови Національного банку.
Наприкінці червня Гонтарева заявляла, що сприймає як «погрози» їй слова українського бізнесмена Ігоря Коломойського, який у травні в інтерв’ю Bihus.info сказав, що «ми її (Гонтареву – ред.) привеземо, якщо треба буде… Приватним порядком». Згодом вже іншому виданню – журналу НВ, Коломойський заявив, що «не йшлося про те, щоб її просто вивезти», але щоб зробити це лише за згодою Гонтаревої.

Цивільна дружина народного депутата від «Опозиційної платформи – За життя» Тараса Козака Наталія Лавренюк має спільний нафтовий бізнес у Росії з подружжям Оксани Марченко і Віктора Медведчука і численне майно в Україні, водночас парламентар не згадує про неї у своїй декларації. Про це йдеться в розслідуванні програми «Схеми: корупція в деталях» (спільний проект Радіо Свобода і телеканалу «UA:Перший») – «У російському бізнесі тільки дівчата».
Уродженка Львова з українським і російським паспортами Наталія Лавренюк має 25-відсоткову частку в компанії «НЗНП Трейд», яка бурить нафтові свердловини в Ханти-Мансійському автономному окрузі Росії. Дані про це містяться у реєстрі юридичних осіб Росії.
Дружина народного депутата від «Опозиційної платформи – За життя» Віктора Медведчука Оксана Марченко контролює в цій компанії 61%. Це – частка кіпрської компанії Ventolor Holding LTD, якою одноосібно володіє українська телеведуча через фірму TUMILLON INVESTMENTS LTD.
В Україні Наталія Лавренюк значиться власницею приватного підприємства «Лілія», яке, згідно з даними джерел «Схем» у податковій, не приносить їй доходів. Водночас журналісти виявили у неї 12 квартир у Києві та Львові і ще з десяток земельних ділянок на Київщині. Сукупно за останні 14 років офіційні доходи Лавренюк склали близько 5 мільйонів гривень – якими навряд чи можна пояснити наявність цих квадратних метрів нерухомого майна, мовиться у розслідуванні.
За даними «Схем», Наталія Лавренюк – постійна супутниця народного депутата Тараса Козака в закордонних відрядженнях щонайменше з 2005-го. Вони разом мандрували до Росії та Європи: літаками, автобусами й машинами. Спільних перельотів протягом 10 років журналісти нарахували понад 100 – це Париж, Ніцца, Флоренція, Рим, Лондон, Цюрих, різні курортні острови.
У вересні 2018 року, як зафіксували журналісти, вона прилетіла до Києва в компанії бізнесмена Нісана Моісеєва, а також депутата і соратника Медведчука Тарас Козака. Літаком, який здійснював рейс, за спостереженням «Схем», користується Козак.
Крім того, партнерка родини Медведчука в Росії Лавренюк виявилась матір’ю дитини Тараса Козака, що підтвердив він сам.
Ні дитину, ні Лавренюк, ні оформлене на неї бізнес в Росії та майно в Україні депутат в декларацію не вніс. Приховування відомостей про особу, з якою декларант перебуває у фактичних шлюбних відносинах, і недекларування оформленого на неї майна та бізнесу – це злочин, кажуть антикорупційні юристи.
«Якщо є факти спільних подорожей, якщо відомо, що є неповнолітні діти, але немає в нас в декларації задекларовано – наприклад, особи, з якою така дитина, з якою були подорожі як члена сім’ї, або особи, з якою не укладено шлюб, але є спільне проживання, – то можна говорити, що це порушення декларування, – зазначає експертка громадської організації «Центр протидії корупції» Галина Чижик. – Що це приховування як дитини від декларування, яка мала би бути в декларації, так і умовно співмешканця чи співмешканки. Навіть якщо декларант з цією особою не жив і не ночував всі 365 днів у році. Але якщо якийсь час вони проводили спільно, якщо є спільна дитина, якщо є спільні подорожі – значить, спільні права і обов’язки є. А значить, мали би декларуватися ці люди».
Наталія Лавренюк не відповіла на питання журналістів у месенджері. Її телефон був також вимкнений.
У свою чергу, народний депутат Тарас Козак у відповідь запитав: «А що – це заборонено? (спільно літати – прим. ред.)». І зазначив: «У нас є спільна дитина».
На уточнення «Схем», чому згадок про неї немає в декларації, парламентар попросив надіслати йому письмові питання. Утім, до ефіру на них так і не відповів.
«Виходить, що депутат Козак, схоже, наслідував приклад свого давнього політичного соратника Медведчука, оформивши свою частку у спільному з ним російському бізнесі на жінку. І якщо Медведчук залучив цю схему, щоб обійти американські санкції, – можна лише припустити, що Козак так вчинив, щоб під них не потрапити», – мовиться у розслідуванні.
У вересні 2018 року «Схеми» повідомляли, що дружина Віктора Медведчука, телеведуча Оксана Марченко контролює компанію, яка перемогла в конкурсі на право видобувати нафту на Гавриківському родовищі у Ханти-Мансійському автономному окрузі Росії. Це одне з трьох найбільших російських нафтогазових родовищ. Сумарні запаси нафти оцінюють у 123,7 мільйона тонн газу – у 3 439 мільйонів кубічних метрів.
Віктор Медведчук, кум президента Росії Володимира Путіна, раніше підтвердив, що вона є власницею бізнесу в Росії.
«Моя дружина не займається бізнесом, вона володіє бізнесом, а керую бізнесом я. Чому я не можу володіти бізнесом? Тому що мої «улюблені» американці в березні 2014 року запровадили стосовно мене санкції. З цим пов’язані особливості бізнесу, який належить сьогодні родині», – заявив Медведчук в ефірі телеканалу NewsOne.
За словами кума Путіна, інформація у розслідуванні «Схем» здебільшого відповідає дійсності.

Американський сенатор-республіканець Рон Джонсон прогнозує, що обіцяна військова допомога обсягом 250 мільйонів доларів Україні надійде якщо не цього, то наступного фінансового року. Про це він сказав 5 вересня на брифінгу в Києві, у якому брав участь разом зі своїм колегою від Демократичної партії Крісом Мерфі після їхньої зустрічі з президентом України Володимиром Зеленським.
«Я спілкувався з президентом Трампом, я знаю думку інших членів Конгресу, ми писали листа, закликаючи витратити (на фінансову допомогу Україні – ред.) гроші з цього фінансового року. Якщо цього не відбудеться, ось сенатор Мерфі – у бюджетному комітеті, і я думаю, ми одноголосно підтримаємо надання цієї допомоги у фінансовому році-2020», – зазначив він.
Сенатор Кріс Мерфі раніше цього дня написав на своїй сторінці у твіттері, що під час свого візиту в Україну відчув «сильну тривогу» з боку Києва, що допомога не надійде.
«Ми можемо відповісти тільки, що, по-перше, ми не знаємо, що вирішить президент, але сильна підтримка обома партіями у Конгресі триватиме, незважаючи на точку зору президента», – заяив він також.
Фінансовий пакет під назвою «Ініціатива сприяння безпеці в Україні» був схвалений Конгресом США, проте адміністрація Трампа поки що не надала гроші Києву. Точні причини затримки невідомі.
Днями група американських сенаторів – республіканців і демократів – надіслала президенту США Дональдові Трампу лист із закликом без зволікання виділити 250 мільйонів доларів військової допомоги Україні.
Йдеться про кошти на підтримку безпеки України, включно з грішми на навчання, спорядження і розвідку. Із цих коштів Конгрес виділив 50 мільйонів доларів на озброєння.
